TWIC Card is only required for port terminals, ie, any terminal on a seaport.
This is all containers, rail and seaport.
Drivers applying for Seaport locations, Los Angeles etc need TWIC.
Rail locations, Atlanta, Dallas, Fresno etc, do not need TWIC
